Some wealthy households are able to take advantage of tax expenditures and loopholes to pay less of their income in taxes than many middle-class Pennsylvania families. In this Reports and Briefing Papers, we examine how the Buffett Rule makes the tax system more fair, and we discuss the impact that the rule would have on Pennsylvania.
