Budget negotiators are considering a change in the way companies calculate their corporate income tax liability. Adoption of the single sales factor would do nothing to help Pennsylvania companies who have all of their sales in the state. Instead, the change would save a small number of Pennsylvania companies millions of dollars in corporate taxes annually.
