Every state with significant mineral wealth, with the exception of Pennsylvania, has adopted a severance tax on the resource extraction industry. In this report, the Pennsylvania Budget and Policy Center reviews the existing literature on natural gas production with an eye toward examining the impact of drilling in communities as well as various state severance tax policies. We share our findings in this report.
