This paper investigates whether Pennsylvania public employees earn more or less than comparable private sector workers. The research shows that, controlling for education, experience, organizational size, gender, race, ethnicity, citizenship, and disability, employees of Pennsylvania state and local governments earn lower wages than comparable private sector employees.
