Governor Josh Shapiro’s first budget sets all the right priorities. He understands the importance of education for both children and adults; creating higher-paying jobs, raising the minimum wage, supporting the arts, helping small businesses prosper, and protecting our environment. Yet while Governor Shapiro’s priorities are right, we show that the level of new spending he is proposing in many of these areas is too low—though he has called for the Legislature to help him increase continued support for the people of Pennsylvania.

Analysis of Education Funding in Governor Shapiro’s 2023 Executive Budget

The Governor’s first executive budget comes on the heels of a critical court decision by President Judge Renee Cohn Jubelirer of the Commonwealth Court, who ruled that Pennsylvania’s system for funding public education is unconstitutional. Given the centrality of education funding in our commonwealth, this ruling could, and should, significantly impact the budget moving forward as the Governor and the Legislature wrestle with how best to fund our public education system equitably and adequately.
